Paving Across Nine Communities
Asphalt paving in Jurupa Valley covers a lot of variety. The city formed in 2011 by combining nine communities: Belltown, Crestmore Heights, Glen Avon, Indian Hills, Jurupa Hills, Mira Loma, Pedley, Rubidoux and Sunnyslope. Voters had turned down cityhood 76 to 24 percent in 1992, then approved it 54 to 46 percent on March 8, 2011, and the city took effect July 1, 2011. The 2020 census counted 105,053 residents on about 43 square miles.
Rural and semi-rural lots
Many parts of Jurupa Valley still have larger lots with horses or livestock, long dirt or gravel drives, and outbuildings. Paving those drives cuts dust and mud, but it is mostly a grading job: shaping the drive to shed water, compacting a solid base, and then paving. Where a drive carries horse trailers or farm equipment, a thicker section is needed.
Older neighborhoods
Rubidoux, Glen Avon and Pedley include many older homes with driveways that have been patched for decades. When those have widespread cracking or sinking, removal and a proper base are the lasting fix.
Warehouse districts
Mira Loma, once called Wineville, has become a major warehouse and distribution area close to Interstate 15 and State Route 60. Truck yards and drive aisles there need heavy pavement, careful drainage and concrete where trailers stand.
Near the river
The city sits north and west of the Santa Ana River, across from Riverside. Low areas near the river and its washes can hold water after storms, so we pay close attention to grading and drainage there.
Climate
Jurupa Valley averages about 16 inches of rain a year and an annual mean high near 80 degrees, with a record of 115. Summer sun and winter storms both wear on unprotected asphalt.
Typical projects across Jurupa Valley
In Pedley and parts of Glen Avon, it is long drives on larger lots, often for properties with horses or livestock. In Rubidoux and Sunnyslope, it is replacements and repairs on older driveways. In Mira Loma, it is warehouse truck courts and commercial lots near the freeways. In Indian Hills and Jurupa Hills, there are sloped lots and HOA streets. Each community has its own feel, but they share the same city government, so right-of-way work goes through the City of Jurupa Valley.
Planning a Jurupa Valley project
Many Jurupa Valley jobs involve more grading than paving, especially on rural lots. Before quoting, we walk the drive, look at where runoff goes during storms, and check the ground for soft areas and old fill. On semi-rural lots, it is common to pave only the most-used section first and extend later. We grade and base as much as possible up front so later sections tie in cleanly. For warehouse lots, we plan heavy-duty sections and concrete at truck standing areas and phase work so operations continue.

Jurupa Valley Questions
Can you pave a long dirt drive on a horse property?
Yes. We grade and build a base suited to trailers, then pave. Drives can be paved in stages if needed.
Do you work on Mira Loma warehouse sites?
Yes, including heavy-duty patching, overlays and striping.
My property is near the river. Does that matter?
Low areas can hold water, so drainage is the first thing we check.
Who approves work at the street in Jurupa Valley?
The City of Jurupa Valley handles the public right-of-way. We confirm its current requirements before scheduling any work at the street.
Can you pave a drive used by horse trailers?
Yes. We use a deeper base and thicker asphalt and widen turns so trailers do not break the edges.
Do I need to pave the whole drive at once?
No. Paving the busiest section first and extending later is common, and grading the full drive up front makes later work easier.
Do older Rubidoux driveways usually need replacement?
Many do, because they were paved thin and patched for decades. If the base is still firm, an overlay can work; we check first.
